Lockheed Martin—Helping Our Federal Customers Save Energy

The federal government is the largest single user of energy in the United States. Energy efficiency is the cleanest, cheapest and fastest source of energy. Put the two together and you have the Federal Energy Management Program (FEMP).

Under FEMP, federal agencies are working to meet three energy goals by 2015: to reduce energy usage by three percent each year, to reduce water consumption by two percent per year, and to meet at least seven-and-a-half percent of all electrical needs at federal facilities using renewable energy.

The Energy Services team at Lockheed Martin will help them meet those goals.

In December of 2008, Lockheed Martin was selected by the U.S. Department of Energy to compete for future task orders as an Energy Savings Performance Contractor (ESPC); the team will help the Federal government reduce its energy costs and environmental impact through increased energy efficiency, additional use of renewable energy, and improved utility management decisions at Federal sites. All totaled, tasks will have a maximum ceiling value of $80 billion for all contractors over the 11-year contract period.

An ESPC is a contracting vehicle used to help the federal government meet its energy efficiency, water conservation and renewable energy goals by allowing agencies to accomplish energy projects for their facilities without up-front capital costs.

ESPCs are contracts under which a contractor designs, constructs and obtains the necessary financing for an energy savings project, and the federal agency makes payments over time to the contractor from the savings in the agency’s utility bills. The contractor guarantees the energy improvements will generate savings. After the contract ends, all continuing cost savings accrue to the agency.

“As the largest federal contractor, Lockheed Martin is already supporting many agencies’ missions,” says Kevin Billings, Lockheed Martin’s Director of Federal Energy Efficiency programs. “With the understanding that our customers’ mission must come first, we are well suited to help them meet their energy efficiency goals without disrupting core mission activities.”

As one of the nation’s largest implementers of energy efficiency programs for utility customers, the Energy Services team is already supporting customers such as state entities, the New York State Energy Research and Development Authority and the Energy Trust of Oregon, and investor-owned utilities across the country, including PG&E, Southern California Edison, and Pepco.

The team expects to make a major contribution with its federal energy efficiency work. “Helping the federal government quickly and cost effectively save energy supports our country’s energy independence, national security, strong economic future, and climate protection for future generations,” says Billings.
